Ha Long Bay is about 4 hrs ride from Hanoi city, which is not that far if you leave around 6:30 am. This would give you time to eat lunch before boarding an excursion. You can prebook or find a boat at the dock, which should cost around $15 USD for the 4 hr tours.

The boat has an upper deck which is really good for pictures.

For an extra $5 you can choose to Kyyak or ride in a rowboat for about an hour.
